Start with the search terms report
Most wasted Google Ads spend hides in the search terms report, not the campaign name. Export the last 30 days, flag zero-conversion and irrelevant queries. Intent-poor terms like “free”, “how to” and “jobs” often burn budget.

Choose match types with intent
