The scan takes a blocking threshold: you decide how many repeat clicks from one address count as a pattern worth acting on. Before anything is blocked you see the count, the timing and which campaign paid for it. Raise or lower the threshold depending on how strict you want to be.
Blocking is a write action, so it asks first
Excluding an address changes a live campaign, so it passes through the same approval gate as a budget change. You see a preview of which addresses leave which campaign, and nothing is applied until you approve. Every applied exclusion is written to the audit log.
Reversible in one sentence
Exclusions are listed on request and removed as easily as they were added. If you blocked an address and traffic dropped in a way you did not expect, ask for it to be undone; the removal goes through the same preview and approval. Nothing here is one-way.
